Corruption is dishonesty, not telling the "truth" - and exists in all walks of life "to its very core"; why are people surprised by this - it is exactly what happens when someone buys something about which they understand very very little and from a person they do not know, have only just "met", and in whom they suddenly "believe". It is otherwise called "selling", the stressing of "features and benefits" and using techniques to corral a person's thinking in such a way that they mentally and specifically say, repeatedly, "yes" - the only answer they can give to very coercive questions about which they have no control because of their ignorance hence they listen to an "expert" - to a series of statements which leads to a "purchase". In one sense, landfill and recycling are evidence of poor judgment as well as complicit actions by those who are "sold" - bit more difficult with "concepts', but not impossible.

I think newcomers can understand that the most secure and enduring form of power is controlling people's minds and thus behavior. People have been incredibly resilient to ultimately resisting control under military and violent oppression. And the downside to this is people know who their enemy is, and additionally most people don't like to see others harmed for long periods of time.
